
The Supply Chain Management (SCM) division develops and implements an integrated
corporate procurement strategy to: leverage and optimize government procurement
of goods and services; identify and implement procurement process improvements;
enhance procurement controllership; provide strategic advice to Management Board
of Cabinet on large scale procurements; develop innovative policy frameworks to
support service delivery through third party service providers.
It is organized into four business lines:
Corporate Procurement Policy and Planning Branch
- Advises Treasury Board and Management Board of Cabinet, ministries and applicable
agencies about strategic procurement.
- Develops and advises on the government's corporate procurement policy and framework
and implements the government's procurement related trade agreement obligations.
- Implements consistent operational procurement policy, guidelines, best practices & tools
and develops and delivers training for OPS procurement and program staff.
- Provides controllership & secretariat support to the Supply Chain Leadership
Council.
- Provides procurement advice & guidance to ministries in acquiring goods
and services.
- Implements recommendations from the Doing Business with the Ontario Government
Task Force.
Goods and Services Procurement Branch
- Provides advice & guidance for enterprise-wide procurements and delivers
tender administration services to ministries in acquiring goods and services.
- Develops strategic sourcing solutions to support ministry & corporate business
needs.
- Establishes enterprise-wide vendor of record arrangements (VOR) and manages
VOR and client relationships.
Information & Information Technology (I&IT) Procurement Branch
- Establishes and manages enterprise-wide IT vendor of record arrangements and
software volume licensing agreements.
- Advises OPS and stakeholders about strategic IT procurement.
- Manages procurement policies for software and large projects in consultation
with the Corporate Procurement Policy Branch.
Supply Chain Management Transformation Branch
- Leads the supply chain management modernization initiative, including:
- Development and implementation of effective tools and strategies to assist
ministries to achieve the $200M Horizontal Savings Strategy.
- Implementation of process and organizational changes to streamline processes
and increase procurement efficiencies.
